В changes depending on case: with the accusative it shows direction or aim ('into', 'to'), while with the locative (prepositional) case it shows location or containment ('in', 'at'). Learners often confuse в with на (both mean 'in/on' but в is used for enclosed spaces, на for surfaces and some fixed expressions).
